Boiler installation in Gloucester
The Planning Portal says planning permission is not normally needed to replace a boiler when all the work is inside [S5]. In Gloucester, the local rules that matter are about the outside of the house: a new flue position in a conservation area, or work in one of the two areas where the council has removed some permitted development rights [S1][S2].
Who handles what in Gloucester

The St Michael's Square direction came into force on 22 May 2006 and removes some permitted development rights. The items it lists include roof alterations and the "installation, alteration or removal of a chimney" [S2].
